The Special Rapporteur's Thematic Reports


One of the Special Rapporteur's three main areas of work is to conduct thematic research on issues that have an impact on the human rights situation and the fundamental freedoms of indigenous peoples. These reports are presented once a year to the Human Rights Council (earlier the Commission on Human Rights).

6th report, 2007

Stavenhagen's 6th annual report to the Human Rights Council, presented at its 4th session,  is devoted to presenting the various trends that have affected the situation of the human rights of indigenous peoples during the past 6 years. Click here to download the report (pdf).

At the 4th session of the Council in 2007, Stavenhagen also presented his Study regarding best practices carried out to implement the recommendations contained in the annual reports of the Special Rapporteur. Click here to download the report (pdf).

5th report, 2006

Stavenhagen's 5th annual thematic report, presented at the 62nd session of the Commission on Human Rights, focuses on what has become known as the 'implementation gap' - namely the topics of constitutional reform, legislation and implementation of laws regarding the promotion and protection of the rights of indigenous peoples.

4th report, 2005

Stavenhagen's 4th annual thematic report, presented at the 61st session of the Commission on Human Rights, focuses on the problems faced by indigenous peoples in education systems, including problems of acess and equity.

Stavenhagen's 3rd thematic annual report, presented at the 60th session of the Commission on Human Rights, focuses on the obstacles, gaps and challenges faced by indigenous peoples in the realm of administration of justice and the relevance of indigenous customary law in national legal systems.

2nd report, 2003

Stavenhagen's 2nd annual report, presented at the 59th session of the Commission on Human Rights, focuses on the Impact of large-scale or major development projects on the human rights and fundamental freedoms of indigenous peoples and communities

1st report, 2002

In Stavenhagen's first report to the Comission on Human Rights, presented at its 58th session in 2002, he provides a panorama of the main human rights issues besetting indigenous people at the present time, and sets out a framework and agenda for his activities in the future.
